There isn't a manual that comes with the EP-3, but below is a rundown of its functions.
First off, make sure you are using the included TRS cable for operation; the EP-3 needs this type of cable to draw voltage from the source it is plugged in to.
The rocker is your main source of function: by moving it up and down you can affect the signal of what it is plugged in to. On the right side of the rocker is a potentiometer that sets how wide the range of the EP-3 is. Use this to make a minor adjustment to something like filter cutoff; instead of having it always go to the full range when the pedal is pushed forward it stops after a certain point, as designated by the EP-3.
On the bottom of the EP-3 is a polarity switch which will allow the EP-3 to work with non-Moog instruments. As long as you're plugged in to an expression or CV input from the EP-3, you should be all set!
