Ensure that VST3 plugins are being scanned Options->Preferences->Plug-Ins->Use VST3 System Folders->On.
The plugins in Live may a while to load on Windows on the first load. Please wait or go to Options->Preferences->Plug-Ins->Rescan Plug-ins to rescan them if the load was interrupted.
Sometimes information about a scanned plugin is cached, delete the plugins from c:\Program Files\Common Files\VST3 and start Live up to make it see that they're gone, then quit Live and reinstall the plugins. When you start Live back up again, it should do a fresh scan of the reinstalled plugins.
